Law Pilots

In 2026, junior associations across Australia are invited to pilot the updated junior rugby laws across all or selected age-grade competitions (Under 8s to Under 15s).

Rugby Australia will work with its Member Unions and participating associations to support implementation through education and training, while monitoring and evaluating the impact and benefits of the updated laws for players, coaches, and match officials.

To evaluate the impact of the law changes on the quality of experience and development of players, coaches, and match officials, Rugby Australia will conduct a comprehensive assessment incorporating quantitative match-play metrics, including ball-in-play time, tackle count, scrum and lineout frequency, total penalties, try count, and player engagement.

In addition, qualitative feedback will be collected from participants involved in the pilot to inform an understanding of enjoyment, safety, skill development, and the practical application of the laws.
